ABSTRACT
This research employed qualitative approach to study the dynamic of Hmong’s silverwares networks, intra-network relationships, establishment of cultural power, and establishment of Hong’s power in Nan’s new cultural space. Sample groups consisted of 20 Hmong villagers of Pa Klang subdistrict in Pua district of Nan province who engaged in the silverwares productions, 2) 8 head of department or operative officers who were responsible for promotions of Hmong’s silverwares as a handicraft, 3) 2 staffs from private business entities which produced or purchased Hmong’s silverwares, and 4) 2 of NGO’s staffs who were operative in Pa Klang subdistrict.Research tools were published documents, in-depth interviews, focus group interviews, and non-participative observations. Data analysis was completed by content analysis, system synthesis, and triangulation of qualitative data. The results revealed that;

1. As per the dynamic of Hong’s silverwares business networks, this was limited to household scale during the initial period of settlement in Pa Klang village. Subsequently, the trades were expanded by kinship networks and changing social, economic, and political contexts. Hmong’s silverwares had been elevated to industrial-based production which focused on trades and exportations of the products. Thus, the silverwares have earned good reputation from local and international markets. Furthermore, Hmong’s silverwares is regarded as a 5-star community product, the symbol of tourism in Nan province, and the iconic items worn during Hmong’s new year festival where Hmong people, general public, tourists, state authorities, business entities and local and international NGOs annually attended the festival.

2. Relationships among Hmong’s silverwares trade networks and the establishment of Hmong cultural power suggested that the fabric of such relationship extened from household-based one to the clan before finally reached different clans. Therefore, the success of Pa Klang’s silverwares business was due to such social cohesiveness and good relationship with external trade networks. Moreover, the villagers also received continual supports from state authorities as well. The provided assistancce was also instrumental to the trade networks in other countries as it was considered the driving force which promoted and enhanced the expansion of industrialscale productions that created incomes for the community, Nan province and Thailand respectively. State-sponsored efforts resulted in important projects that continue to enhance trade networks in international lmarkets including Hmong’s new year festival, Nan silverwares trade exhibitions, and OTOP trade shows.

3. Upon considering an establishment of Hmong power in the newly created cultural landscape of Nan province, it was revealed that relevant organized activities helped to anchor the success of such power establishments. These activities including being awarded with the OTOP’s 5-star community award, using Hmong’s silverwares products as a tourism incon of Nan province, and being portrayed as a cultural goods during Hmong new year festival where participants dressed in Hmong traditional costumes and wore silver accessories. Furthrmore, it was perceived that successful networking, that helped to establish Hmong power, was due to efforts from the Thai government to promote cultural tourism ofor the communities. Therefore, Hmong’s culture had become a tourism product that corresponded to tourism objectives and activities of Thai and international touorists. The process also re-emphasize the power relationships between ethnic Hmomg population and the Thai state. Local administration is governed by subdistrict chief, village headman and head of Subdistrict Administrative Organisation who are of Hmong ethnicity that worked together to promote the production of their silverwares products in Thai and international markets.
